The first thing that you need to do is search for a blog host. There lots of available blogs like blogger, wordpress and mylot. Im using Blogger since it is all FREE. You can costumize everything from layouts to scripts. The only thing i dont like about it is the comment area, still it doent hurt that much. Wordpress is fine, its free but you cant costumize the CSS unless your going to upgrade.
